About Waste Penalty Notices
You can receive a waste Fixed Penalty Notice (FPN) for
- Leaving litter on any land open to the air
- Fly-tipping
- Failure to produce waste disposal records
Or a Penalty Charge Notice (PCN) for
- Littering from a vehicle
- Waste receptacle offence

Terms of a Fixed Penalty Notice
If you receive an FPN, you can pay the penalty within 14 days of the notice to discharge liability for a criminal offence. If you choose not to pay an FPN, your case may be heard at court. There is no appeals process.
Terms of a Penalty Charge Notice
The PCN must be paid within 28 days of the date of the notice.
The PCN is £110 but if paid within 14 days from the date of the notice, the amount of the charge will be reduced by 40% (£60 for littering from vehicles and £66 for waste receptacle offences).
If the PCN is not paid before the end of the 28 day period it may be increased by 100% (£200 for littering from vehicles and £220 for waste receptacle offences).
