Battersea High Street pedestrian zone

Following feedback from residents and occupants we have made the decision to pedestrianise part of Battersea High Street.

Location of the zone

The pedestrian zone begins just south of the junction with Simpson Street (from 143 Battersea High Street) and leads down to the junction with Battersea Park Road.

You can only enter via Simpson Street as it is a one way section of street with a no entry restriction at the Battersea Park Road end.

Background to the changes

The pedestrian zone was introduced to support local businesses, open up the street to new business uses which are responsive to the needs of residents (such as outdoor dining), appropriately expand the market, put an end to illegal parking, and reduce antisocial behaviour.

A successful trial demonstrated increased economic activity and vibrancy which has enhanced this commercial parade as an asset to the local community and the pedestrian zone is now permanent.

Enforcement

An Automatic Number Plate Recognition (ANPR) camera has been installed on Battersea High Street to protect the pedestrian zone.

PCNs will be issued to any vehicles who are not permitted to enter the zone.

Claiming exemption

Only certain vehicles are permitted entrance into the pedestrian zone and they will be granted a virtual BHS permit and added to the CCTV exemption list.

The only permitted vehicular access will be for:

• Residents and businesses of Battersea High Street (between 139-185 Battersea High Street) 
• Loading purposes
• Market traders
• Council and Council contracted vehicles
• Emergency vehicles

Any resident of Battersea Mews (163-165 Battersea High Street) will also be granted a BHS permit, as will any visitor to the mews, provided they all park within the mews and not on the high street.

Vehicle details

Once your vehicle has been virtually added to the exemption list it will not be captured via the camera system upon entry into the pedestrian zone and will remain on the list permanently. We ask you to notify us once a vehicle no longer needs access. We may occasionally contact residents and occupants for an update.

Parking conditions within the zone

There are ‘no waiting’ and ‘no loading’ restrictions within the pedestrian zone, and vehicles will receive a PCN from a Civil Enforcement Officer (CEO) if parked without seen to be loading or unloading.

East side

The east side of the street (the same side as Battersea Mews) operates a ‘no loading at any time’ double yellow line (with kerb blips) restriction. This means parking on the yellow line, even for the purpose of loading, is not permitted at any time. The restriction extends across the entire footway up to the building line and therefore footway parking is not permitted at any time.

West side

The west side of the street (the same side as the Candlemaker pub) operates a ‘no waiting at any time’ double yellow line restriction. This means parking on the yellow line, except for the purpose of loading, is not permitted at any time.

The restriction extends across the entire footway up to the building line and therefore parking on the footway without loading is not permitted at any time. Vehicles are permitted to load on this side of the road and due to the narrowness of the carriageway we permit loading and unloading only on the footway.

Observation time

A minimum of two minutes and up to a maximum of 20 minutes observation time is given by a Civil Enforcement Officer (CEO) to ascertain whether loading or unloading is taking place. The length of this observation will vary, depending on the size of the vehicle, with only large articulated lorries receiving the maximum time. Smaller vehicles such as cars will receive two minutes and vans will receive five minutes.

Length of time permitted for loading

If loading or unloading is observed by a CEO the they can allow up to a maximum of 40 minutes for this to be completed provided the activity of loading or unloading is seen as a constant process.

If a PCN is issued, then proof must be provided that the vehicle was engaged in loading or unloading activity at the time the contravention occurred.

Persistent parking without or after loading 

If a vehicle is seen to be persistently parking in Battersea High Street without (or after) loading or unloading then it could be removed from the Pedestrian Zone ‘exemption list’ resulting in the issuing of PCNs via CCTV upon entry. Drivers will be notified in advance of their removal from the scheme.

Vehicles should commence with loading or unloading immediately upon arrival within the Pedestrian Zone and should then leave the Pedestrian Zone as soon as loading or unloading is complete. Parking will not be tolerated at any time.
