Winstanley Neighbourhood Regeneration Plan

We have approved an Area Regeneration Plan set to revitalise the Winstanley and York Road area. This includes a Place Programme to improve connectivity, green and open spaces, community buildings, and support for local businesses.

This follows our decision in December 2024 to take full control of the Winstanley and York Road Masterplan (also known as the York Gardens Masterplan). By taking full ownership of the redevelopment, we are ensuring that all profits from future development are reinvested back into the estate and wider community.

Over the course of the next decade, the Winstanley York Road Area Regeneration Plan will provide significant investment into the estate and surrounding area, delivering:  

  • Around 2,500 new homes will be built, with at least half as Council homes for local people – supporting local families and ensuring a fairer housing offer
  • New and improved community facilities, including a modern leisure centre, a new library, and spaces for local groups and events
  • Green spaces for all, with new parks and play areas being created now and in the future
  • Everyday essentials close to home, like shops, cafés, restaurants, and health centres
  • Streets and open spaces that feel safe, welcoming and easy to get around – whether you’re walking, cycling or using public transport
  • Better connections to the wider area, including easier access to Clapham Junction station, so it’s simpler to get to where you need to go

An update on the York Gardens Masterplan

A full review of the masterplan is underway to ensure it meets new safety and environmental standards, explores ways to deliver more affordable housing, and delivers on our long-term commitment to residents of Winstanley and York Road estates. 

We will be writing to residents again to share more information about how we plan to bring forward the remaining phases of the York Gardens Masterplan after the summer.

All residents will be invited to share their feedback on the plan and join a new Community Panel to form part of a working group for the York Gardens Masterplan so that people can feed into all aspects of these changes.
